The Finance Director will play a key role in shaping the organization’s financial future, including strengthening financial infrastructure, supporting wholesale power market participation, and developing the financial capacity to invest in new energy resources.
Position Summary
The Finance Director serves as CPCNH’s senior financial leader responsible for financial strategy, treasury management, and financial analysis and risk oversight. The position oversees the organization’s finance function, including budgeting, accounting oversight, treasury operations, financial reporting, and coordination with external accounting and audit partners. The Finance Director works closely with the volunteer Board Treasurer to ensure sound financial oversight, transparent reporting, and strong financial governance.Key Responsibilities
- Financial Strategy, Policy & Compliance:
- Lead development and implementation of financial strategies that support CPCNH’s mission, including capital structure, investment, and accounting policies, and positioning for a credit rating and revenue bond issuance.
- Ensure compliance with regulatory requirements, accounting standards, and internal policies, including Enterprise Risk Management and Financial Reserves.
- Treasury, Liquidity, & Market Operations Support:
- Lead treasury operations, including banking relationships, creditors, liquidity management, and capital structure planning.
- Oversee cash flow management, including receivables, disbursements, and related internal controls and policies.
- Manage liquidity, collateral requirements, and counterparty credit exposure associated with participation in wholesale electricity markets, in coordination with the Power Operations Department.
- Oversee external accounting and bookkeeping functions.
- Budgeting, Forecasting, & Financial Planning:
- Lead development of the annual operating budget, including standardization of departmental processes, tracking, and reporting.
- Maintain financial forecasts and develop multi-year financial plans in coordination with the Power Operations Department.
- Financial Reporting & Analysis:
- Ensure timely and accurate financial reporting, including oversight of accounting systems and financial models.
- Provide regular financial reporting to the Finance Committee, Board of Directors, and Membership.
- Analyze cost of service, financial performance, and market data to inform decision-making.
- Provide financial oversight of power procurement, hedging strategies, and market risk exposure.
- Capital Planning, Project Finance & Credit
- In coordination with Power Operations and Projects & Programs departments, lead capital planning and financial analysis for infrastructure and energy projects.
- Lead credit rating strategy, credit applications, and issuance of revenue bonds.
- Support financing of generation and other capital assets, including structuring and execution.
- Audit & Internal Controls
- Maintain strong internal controls and coordinate annual audits with external auditors.
- Governance & Stakeholder Engagement
- Serve as staff lead to the Finance Committee and support the Board Treasurer.
- Provide financial insight and guidance to the Board, member communities, and external stakeholders.
Qualifications & Experience
- Bachelor’s degree in finance, accounting, economics, or a related field (Masters, MBA or CPA preferred).
- 7+ years of progressive experience in financial management, preferably within the energy or utility sector.
- Knowledge of wholesale electricity markets, power procurement, project finance, and risk management preferred (or other transferable markets/industries).
- Expertise in financial modeling, forecasting, regulatory reporting, and capital markets.
- Experience in supporting credit rating processes and issuing revenue bonds is highly desirable.
- Excellent leadership, communication, and stakeholder engagement and presentation skills.
- Familiarity with public power agencies, municipal finance, or cooperative business models is a plus.
